Our Legal Commitment

At HAAQ Workforce Training Institute (HAAQ-WTI), we operate with the highest standards of legal and ethical compliance to protect migrant workers and promote fair labor practices. Our commitment spans international, Saudi Arabian, and Somali legal frameworks, ensuring that every deployment is lawful, transparent, and rights-respecting.

ILO-Aligned Standards

HAAQ-WTI strictly adheres to all nine core conventions of the International Labour Organization (ILO), ensuring every trainee is protected by global labor rights frameworks. Our operations are fully aligned with:

  • C143 – Migrant Workers Convention: Promotes equality of opportunity and treatment for migrant workers and guarantees their fundamental rights and protections.
  • C181 – Private Employment Agencies Convention: Regulates the functioning of employment agencies to prevent exploitation, ensure transparency, and protect worker rights.
  • ILO General Principles and Operational Guidelines for Fair Recruitment (2019): These guidelines define ethical recruitment practices and prohibit recruitment fees, contract substitution, and deceptive hiring practices.

By grounding our programs in these conventions, we ensure that each trainee is recruited fairly, prepared legally, and deployed with dignity and security.

Saudi Arabia Legal Compliance

All recruitment and deployment activities from HAAQ-WTI are fully compliant with the labor policies of the Saudi Ministry of Human Resources and Social Development (MHRSD). Our operations within the Kingdom follow these principles:

  • No individual is deployed without a signed and verified employment contract, pre-approved by the Saudi authorities.
  • Worker protection guarantees—including job descriptions, compensation, living conditions, and complaint mechanisms—are mandatory.
  • All trainees must obtain a legally validated Saudi visa through the official labor mobility channels, ensuring traceability and legitimacy.

By grounding our programs in these conventions, we ensure that each trainee is recruited fairly, prepared legally, and deployed with dignity and security.

Somalia Legal Compliance

In Somalia, HAAQ-WTI operates under the National Labor Migration Strategy (NLMS) and maintains full cooperation with national and federal labor institutions:

  • All international labor exports are regulated and reported to the Ministry of Labor & Social Affairs, both at the federal level and within Federal Member States.
  • Labor mobility is coordinated and transparent, ensuring accurate documentation, health screenings, and verified intent to work abroad.
  • HAAQ-WTI strictly excludes banned companies and known corrupt intermediaries, safeguarding the recruitment process against fraud and exploitation.

Our Somalia-based operations are legally registered, union-supported, and community-approved to uphold national labor development goals.

Through our unwavering legal commitment across these three domains—ILO standards, Saudi labor law, and Somali governance—HAAQ-WTI remains a trusted and compliant bridge for ethical labor mobility between Somalia and Saudi Arabia.
